Description Primary Reason Why Classification Exists To perform complex professional work in the design and maintenance of the electric distribution system and the development programs and procedures to ensure code and policy compliance.
Distinguishing Features of the Class An employee in this class supports the Electric Department by performing complex professional work in the design and maintenance of the electric distribution system and the development of system programs and procedures.
In addition, the employee supervises technicians and others to ensure code and policy compliance and consults with other departments on electrical project design and electrical issues.
Periodic supervision of specific work, not involving direct supervision of employees, may be required.
Work is performed under the general supervision of the Public Works & Utilities Director and is evaluated based on conferences, reviews of completed work, and observations of demonstrated skills.
Illustrative Examples of Work Works with the Electric Utility Division Superintendent to develop short and long-term operation and maintenance tasks; schedules system extensions and new build work Plans, organizes, and directs the design of electrical distribution system, substations, overhead and underground system extensions and modifications Develops and implements programs to comply with state and federal regulations Reviews and approves plans; meets with developers, contractors, and engineers to resolve problems concerning compliance with ordinances, regulations, and general construction issues Works with consulting engineering firms regarding City projects including supervising installation of overhead and underground projects, etc.
Performs complex engineering design and layout of electric utilities for underground and overhead distribution Performs and directs testing and preventive maintenance of electrical equipment Assists in the development of annual work programs for the repair, maintenance, and construction of electric distribution facilities Develops material specifications and evaluates new materials to be used by the Electric Department Confers with the Public Works & Utilities Director on technical problems, cost estimates, and a variety of related issues Ensures that all work is performed in accordance with OSHA, NESC, and City safety standards and policies Establishes criteria for design and construction of electric utility projects, evaluates existing or proposed standards, and recommends revisions if necessary Assists with preparation and filing of reports required by state and federal agencies Performs backup duties in support of electric utility Supervisory Control and Data Acquisition (SCADA) and Distributed Control System (DCS) software and hardware including system maintenance and programming Prepares technical reports related to assigned responsibilities; presents and/or submits reports to applicable staff and/or governmental agencies Prepares engineering cost estimates and materials lists for construction projects Performs technical voltage and power studies to solve problems associated with the distribution system or to diagnose customer issues Coordinates projects with the work of other City departments and private and public agencies Reviews, investigates, and critiques documents, reports, models, and projections provided by service providers to support their performance, projects, and budgets Completes format changes and/or develops associated reports for use including tables, graphs, and charts integrated into presentations Conducts detailed reviews of all FEMA reimbursable documentation and/or grants Reviews project implementation and monitors progress of Energy Efficiency and Renewable Energy programs compared to targets Assists in the review of performance relating to storms and other operational data Reviews and approves invoices and supporting documentation for compliance and accuracy Assists Public Works & Utilities with other activities, including writing policies and procedures, conducting monthly budget reviews, preparing briefing materials for the Council, etc.
Maintains business/technical documents and develops solution specific business cases Creates and oversees data analytics for work products measuring value added to stakeholders Conducts research and analysis to determine best practices, forecasts, and benchmarking within and across industries Maintains communication with outside agencies and contractors Coordinates with Information Systems and GIS for implementation of application systems Performs related tasks as required Knowledge, Skills, and Abilities Considerable knowledge of the operations and maintenance requirements for office-based computer systems for the electric distribution system Knowledge of electrical theory and instruments Skill in the use of the Microsoft Office suite of products, SAS, and data analytics software Ability to read and comprehend electrical drawings and instruction manuals Ability to troubleshoot Ability to plan, schedule, analyze, and make recommendations that will improve the productivity of the electric system Ability to read and interpret schematic, interconnection, calibration, hardware, software, and display diagrams and documentation Ability to monitor and report on multiple projects simultaneously Ability to use quantitative and qualitative methods to forensically and inquisitively analyze data Ability to work effectively with external stakeholders including governmental agencies and internal departments Ability to organize and present thoughts in a clear, concise, and easily understandable manner Ability to establish and maintain relationships with coworkers, other agencies, public officials, and the general public Ability to communicate effectively both orally and in writing Ability to work independently Experience analyzing operational and financial data Experience with detailed review of contractor invoices for accuracy, completeness, and compliance Requirements Physical Requirements This is medium work requiring the exertion of 50 pounds of force occasionally, up to 20 pounds of force frequently, and up to 10 pounds of force constantly to move objects.
Work requires climbing, stooping, kneeling, crouching, reaching, standing, walking, pushing, pulling, lifting, fingering, grasping, and repetitive motions.
Vocal communication is required to express or exchange ideas.
Hearing is required to perceive information at normal spoken word levels.
Visual acuity is required for depth perception, preparing and analyzing written or computer data, visual inspection involving small defects and/or small parts, operating or repairing computers, printers, and other equipment, determining the accuracy and thoroughness of work, and observing general surroundings and activities.
Education and Experience A Bachelor's degree from an accredited college or university with major course work in electrical engineering, business, economics, accounting, or a related field of study and considerable experience in the design and/or construction of an electric distribution system with experience in unit construction for underground and overhead distribution systems is required.
An equivalent combination of experience and education will be considered.
Prior experience with grants management and administration processes and with the administration of FEMA PA grants (including mitigation grants) preferred.
Special Requirements A valid North Carolina driver's license is required.
